Facade Grant Program

The North Hwy 101 Façade Grant Committee is pleased to offer the Façade Grant program to the businesses and property owners in the North Hwy 101 Specific Plan area. The program, funded by the City of Encinitas and administered by the North Hwy 101 Façade Grant Committee provides grant assistance to improve the exterior Façade of existing buildings in the program area.

Restoring the vitality of the North 101 corridor by preserving its unique architecture and character is the goal of this program. The Façade Grant program seeks to bring new life to older buildings and seeks to stimulate economic vitality in the North 101 Corridor Specific Plan area.


The Façade Grant Program

   The applicant submits a pre-application, including photos, to the North Hwy 101 Façade Grant Committee. The committee makes an initial determination as to the project’s plausibility for funding.

   The committee chair schedules a pre-application meeting with the applicant to discuss details and plans for the improvements. The applicant prepares, with the aid of the chair, a preliminary design concept based upon design guidelines of the North 101 Corridor Specific Plan and submits it to the committee.

   The city’s Community Development Department staff reviews the preliminary design in consultation with the North Hwy 101 Façade Grant Committee. Written comments will be provided to the applicant.

   The applicant prepares final specifications, including: scale drawings with dimensions, a description of all materials and colors to be used, and estimates from a bonafide trade person, contractor or supplier. Only the services of a professional designer/ architect are covered by the grant. (Owners and tenants may do their own work if they desire., in which case the grant will apply only to the materials.) The completed application is submitted to the program chair.

   The Design Committee either conditionally approves or denies the application.

   Applicant submits all necessary applications, plans and specifications to the City’s Community Development Department. Permits may or may not be necessary depending on the scope of work.

   The applicant is notified of grant approval and signs a statement agreeing to comply with conditions of approval.

   Applicant obtains private financing, all necessary building and sign permits, and completes the project. The committee reviews the work in progress.

   Upon completion of all approved Façade improvements and receipt of all invoices for expenditures, the North Hwy 101 Façade Grant Committee notifies the City and requests reimbursement to the applicant.

   Applications will be reviewed by the Design Committee within 30 days of receipt of complete application. All improvements shall be performed within 6 months of grant approval unless a written extension is granted

   Eligible Improvements include the following:

    - Pedestrian accessibility & improvements (sidewalks)
    - Storefront remodeling
    - Window replacement
    - Landscaping/planter boxes
    - Awnings, canopies, overhangs
    - Display window glazing
    - Sign renovation, replacement and repainting
    - Exterior lighting
    - Door replacement
    - Exterior painting
    - Trash enclosures
    - Patio-public benefit
    - Art (murals, sculpture)


Qualifying Applicants

Businesses or commercial property owners in the North 101 Corridor Specific Plan area are eligible. (See map on back page)

No pre-existing improvements will be funded. Roofing, and interior remodeling are not eligible. Grant eligibility is once every 3 years.


Grant Rebates

To encourage revitalization, the Façade Grant Program offers grant rebates:

    - Up to 50% of the total cost of exterior Façade improvements to a maximum of $2,000

    - Up to 50% of the cost of professional design/architectural/engineering services to a maximum of $1,000
